Microsoft Forms - Students don't have permission to submit

I work at a college and created a Form for students at my institution to fill out. The form has a question that requires a file upload so I had to set the Share settings on the Form to "only people in my organization can respond." Some other faculty members and I tested out the form and it seemed to work well but when we shared it with students they couldn't respond. They receive a message saying that they don't have permission to View or Respond to the form. So I'm guessing that students aren't considered "people in my organization." How can I give them permission to view and respond to the form? Is this something an admin could fix?
