I have created a form however the last question is do you want to review this form before submitting it with a Yes to Branch it back to action 1 and a no to continue to the next section to submit the form. 

The problem is if you select yes the next button automatically changes to submit.

How do I get the person filling out a form the ability to review their answers prior to submitting the form?

@MCOMBS there is no "review your answers" functionality. Unless you've got all the questions in the same section so the responder can scroll up and down between questions you won't be able to achieve this.
