The email confirmation feature is not working for Forms. The respondents are checking the option to "Send me an email receipt of my responses" and we've confirmed that emails are not being blocked or sent to spam. They don't appear to be generated at all. Anyone else have this experience?

I know it doesn't help your particular problem but I always use Flow to send the response confirmation as it gives far more control over what is included, we have our company logo in it and other text that is useful to the responder.
