Microsoft Entra Free Does not Allow Activation of Roles

When using Microsoft Entra free, an admin user has the ability to create Custom Security attributes with the "Attribute Definition Administrator" role. However, they cannot assign (or even see in the user details screen) the Custom Security attributes to a user with the "Attribute Assignment Administrator" role. I believe this may have something to do with the roles possibly being inactive. However, without buying the premium version of Entra, we cannot set any roles to active, or even see if the role is active or not. I'm sure this is a bug. I do not have a support plan so I cannot submit a ticket. Is there anyone out there that could possibly help me?
