We are thinking about synching our on-prem AD users with Azure AD. Is there a way to replicate the cloud password with the on-prem password instead of replicating the on-prem password with the cloud password in the initial set up?
Nope, sync is always from on-premises to the cloud. You can use password writeback to update individual passwords after they're changed in the cloud, however that does not apply to the initial setup.
