AAD B2B vs Information Barrier for service accounts

Hello! If I purchased Dynamics 365 Remote Assist licenses and want to (1) assign them to vendors (who are outside my tenant) and also (2) control who the vendors can collaborate with and share files with, what's the best way to do this?

 

I first investigated creating service accounts in my tenant and assigning them info barrier licenses, Teams licenses, and Remote Assist licenses. I used a service account because I read that I can only assign info barrier license (https://docs.microsoft.com/en-us/microsoft-365/compliance/information-barriers) to service accounts.

 

However, I'm now reading about AAD B2B (here's an example using Customer Engagement: https://community.dynamics.com/365/projectserviceautomation/b/daytodaydynamics365/posts/inviting-gue...). Does this require the vendor to have an AAD account and license already? Can I apply info barriers to vendors who I add as a guest using the AAD B2B method?
