Please open a support ticket. It seems that your tenant didn't complete the MDI onboarding.

It's missing the 1st party enterprise application and probably the AAD security groups.

I think i've resolved it by using <domain> I'm using our tenant in the contoso demo instance to set up a test lab. I can now see the 'older' ATP portal as opposed to the 'new' Defender 365 portal
