How can I run Azure Advanced Threat Protection for two completely separate domains with no trust

If I have a second domain for which I can not set up a trust for security and compliance reasons what is required to have a separate instance of Azure ATP for that domain?  Would I need a second tenant in azure or would a second Azure AD in a separate subscription work?

I would assume you would need a second Azure tenant, I'm not really sure a second Azure AD would do it for you.

We are indeed working on providing a specific solution for this scenario so creating a second tenant would not be necasary, you can contact me directly if this is a major blocker for you
