MS Defender for Microsoft 365 cannot be turned off

I registered an MS E5 account for my organization, but some members reported that the files in the cloud disk could not be downloaded, prompting a threat, I tried to close MS Defender, but failed, I know the possible danger of closing Defender to the organization and am willing to bear all the consequences, please tell me how to close.

@Alan_keji When you enable an E5 license, some features such as Safe Documents are enabled by default. You can disable those settings here: https://security.microsoft.com/safeattachmentv2
