MDE Live response and proxy configuration

I found in 2 different articles that Live response is supported only using WinHTTP 
h365connection.co.uk/post/mde-windows-disconnected-environment-decision-tree
and Brian blog, that it also works with standalone static proxy.
Who is right?

We use it just fine with standalone proxy
