Defender Mobile Threat Defense (iOS) - VPN Deployment Issues

Issues with deploying the VPN connection to iOS Personally Owned / Work Profile devices (Un-Supervised) using Intune. The VPN Profile that is created in Intune doesn't seem to deploy to iOS devices. I've tried to both iOS 16.7 and iOS v17 devices. Intune shows an error code of 0x87d11388.

If I open the Defender app and allow it to create the VPN, everything seems to work - but this seems contrary to the instructions allowing for a Zero-Touch deployment.

Does anyone have any ideas?

I've seen this article. Tried it again in hopes I missed something, but still no joy. Thanks for the help!

I've got a feeling this is either a bug in iOS or has something to do with the devices being un-supervised.
