If I have 1000 users within my tenant and want to use MDCA for a limited set of users only, is such possible?

And if so, how does this work? Is a not-licensed user excluded from the protection & analysing features, or will it be blocked access the protected APP? OR, is this only a compliance issue, and am I non-compliant from a licensing perspective if the user is using the protected APP.

You can use a scoped deployment to reduce visibility only for specific users to stay compliant from a license perspective.
