How come a Global Admin at a company with an EM+S E3 license does not see the App Connector menu item on the Settings cog?

Do you have the MCAS add on for EM+S E3? I believe you will not be able to see MCAS features without this, or of course an EM+S E5 or M365 E5 licence.
