Tentative events not blocking calendar

Hi! I have a Bookings page set up and it seems to be scheduling appointments during times when staff have a tentative appointment, although I know Bookings is supposed to recognize tentative events as busy. The service is 1 hour long and I have it set to offer appointments based on 30 minute increments. To test, the staff all blocked off the same hour (3-4pm) for an unrelated meeting, but only one staff member had it blocked as tentative. I went to the bookings page and the 2:30pm time slot was shown as available. I booked it and the service booked with the one staff member who had the tentative block on her calendar from 3-4 - resulting in her being double booked from 3-3:30. Any thoughts on why this might be/how to fix it? Thank you!
