Creating a Booking in Teams doesn't respect business hours

When a Scheduler is using the Bookings app in Teams it allows them to book meeting outside of a staff members available hours set in bookings - it appears to be using their work hours from Exchange. The available hours should come from the Bookings calendar because I am scheduling a meeting through Bookings.

I have a similar problem, Bookings doesn't seem to respect my 'working hours' as set up in outlook.
