I've set up two different booking pages for a service. One is in Dutch, the other one in French. This way we can give the customer a complete booking page in their language of choice. However I found out the confirmation email send out for the French booking service is in Dutch. Even when send to a French customer. Can I change this language? How does Booking decide which language to use? Can I change the flow that sends out the message (and where can I find it)?

Regarding your certain situation, your certain scenario may need to be checked technical support team via more technical resources. They can collect some detailed logs information to diagnose the situation with their resources. we cannot collect certain logs information on public forum. For your mentioned query, certain standard process is required.
For this standard process, Office 365 global admin may need to open service request from the admin center.
Note: If any organization has Office 365 Business / Enterprise subscription from syndicate or reseller partner and if global admin cannot open service request from their side, they may need to contact reseller support provider so that they can help to global admin for opening service request from their side, after that Office 365 technical support team can involve in service request.
