Unable to open a protected file

Hi All


We have migrated our accounts from one tenant to another tenant. We found after migration that our users have protected their documents with permissions as below. Even after migration, this was working for sometime. I think the issue started when we wanted to decommission our tenant and started deleting the user accounts from the old tenant. Can anyone let us know if this is possible to be recovered by a super user/Global admin/Microsoft ?
