Recreate O365/SPO structure

We have one root site with multiple subsites, each of which has multiple document libraries. (The company "is" the root site; organizational functions and clients have their own subsites; projects have lists or libraries within the appropriate site.) The root site's default is classic. We prefer the look of classic subsites, because we don't need all the web parts that appear on new modern subsite pages; but we prefer modern lists and libraries because of their greater functionality. Questions: (1) Should we recreate the structure so that the root site is modern? (2) If so, how would we move/transfer/copy all the subsites to the new site? I imagine that, if we go this route, we would hire someone to do the work, but I'd appreciate the community's input first on whether we really ought to go through the trouble. Thank you in advance.
