"defer delivery by a number of minutes" Outlook rule disappeared?

I have Outlook Professional Plus 2019.

Yesterday I got an update (the yellow ribbon appeared saying there are updates) and now I have (version 2209).

After this update:

• the list of favorite inboxes disappeared from the list of accounts
• the rule action "defer delivery by a number of minutes" disappeared from the list, and this in turn made my rule completely disappear and I cannot create a new one

Is it a bug? Or a bad feature?

Can anyone confirm?

@TMoTats  unfortunately not. Nobody from Microsoft helped.

Maybe this feature was removed in the latest releases...
