Office 365 Disable access except email

We are looking at the possibility of furloughing staff.  We want them to have access to email, if they choose but not allow access to the rest of the office 365 tools  (we will disable vpn access too).

I think we can change their license to Kiosk, but when we switch their license back to full access, will they lose the data in OneDrive or any other access we had given them?

Changing licenses is not a good way to control access to services, as many of them simply don't care about the license. Use CA policies and the workload-specific controls instead.
