New document using template permissions in SharePoint

After adding a custom template to a document library (as adding directly + ... or with a help of custom content type), user who is granted direct access, for example, to a folder, is not able to create a document using this template. Only if I add at least read permission on the affected library, then user is able to create a document using a template. I noticed that all the added templates are saved in the Forms folder (hidden in the library) which possible to check by opening the library with a file explorer. So I think it is a bug because how could I assign a read permission to the file "template" itself or at least using direct access?!  all details can be find in attached screenshots.
