When trying to run Track Changes, my version of MS Word does not show "Comments" in the Markup Options dropdown box, only Ink, Inserts and Deletions, and Formatting are given. So I can't add comments in the text. There is a "Show Comments" balloon in the header bar but it puts all the comments in one big balloon and you can't track it back to where the comments was intended.
My other versions of MS 16.43 don't have this problem, they have a "Comments" drop down in the Markup options that allows you to check Comments.

I had this problem too. Took me an hour to figure it out. Go to Preferences > General and uncheck Enable modern comments (under the Web Options... button). Then restart Word. Comments should be back under Markup Options, where they belong.
The above instructions are for Word 365 on Mac. If you're on Windows, it may be slightly different, but look for modern comments and turn them off!
