Minimum role / permission to enable Phone System for Teams users

Hi, i am enabling teams users with Phone system using Direct Routing.

I use powershell to do it, with the command Set-Csuser to enable Enterprise Voice and assign the phone number.


When i have an user with the Global Admin role to do it, all works fine, but when i use an user with only the Team admin role, to do it, i get an error: the term 'set-csuser' is not recognized.

Of course, i have the lasts versions of Powershell modules (Teams ans Skype for business online).

I am sure that is a question of permission, because with a Global Admin works fine.

So, what is the lower role or permission needed to enable Enterprise Voice?
