Are there any 3rd party tool that helps implement governance around Guest Access Management?

There are tools such as ShareGate Apricot that provide some governance but it depends on what exactly you'd like to put in place. I'd recommend looking into Azure AD Access Reviews for lifecycle management of guest access.
