File / folder permanently deleted and how to retrieve it?

I was accidentally permanent deleted the file in my desktop which sync to OneDrive and then may I know how to restore it back?

Open your OneDrive in browser and go to recycle bin. Look for your folder and restore it. The deleted files/folders stay in the recycle bin for 93 days.
When you restore the file, it will also sync it on your desktop.

There are two levels of recycle bins, check on secondary recycle bin. Below link is for SharePoint but same steps required for OneDrive:
