Emails originating from outside Outlook save automatically to Drafts

In Office 365 Version 2208 (Build 15601.20538 Click-to-Run) with Windows 10 Enterprise 21H2 OS Build 19044.2604 build: if we use File Explorer's Send to-Mail Recipient right click option to send an attachment to an email, the email is immediately saved to Drafts. If you then decide not to send the email and just close that window, it does not prompt you to save the email. It is saved to the Drafts where it has to be manually deleted. The email does not have to be open for 3 minutes for the AutoSave to kick in. It is saved to the Drafts immediately upon creation.

In Office Professional Plus 2016 with the same Windows 10 Enterprise 21H2 OS Build 19044.2604 build: if we use File Explorer's Send to-Mail Recipient right click option to send an attachment to an email, the email is not saved to Drafts unless you have it open for over 3 minutes and the AutoSave kicks in. If you close the email in under 3 minutes, then you're prompted if you want to save the email. If you chose No, then the email is NOT saved to the Drafts folder.

Is this expected behavior for Office 365 or is there something that can be done to change it? We do not want to turn off the AutoSave feature. We would like to see the same behavior that we had in Office 2016 where it does not automatically save the email to Drafts immediately.
