If someone externally sends an email to someone in our organization, and it gets bounced back to the them, can i see that in the message trace? i know i can see quarantined, but we are having an issue where vendors we work with can not send us mail, and an instance where someone was trying to get an account approval email from a Forum, and it was saying it could not send us the email because it was bounced back.

Hi,
I suggest you to do an extended message trace and specify the recipient as the recipient condition of the extended message trace. My colleague Patrick was able to solve the issue with this approach.
