Deny creating outlook profile on personal computer

Greetings,

I am working for Microsoft Partner and i received a request from one of our customer to deny users from creating outlook profile when using home PC. Noting that customer have Microsoft 365 E3 license and they have one premises Exchanger 2016.

I made some research if it can be done through Intune (using Intune connector with exchange) but still now clear if its doable or not.

The question here is whether they are managing those devices or not? For un-managed devices, there are limited options. You can for example restrict access to specific IPs or such.
