Creating flow with a quiz

When someone achieves 100% I want it to be able to trigger an email to me with the participants details. I know I'm able to export the data on excel but we have a high turnover of participants who must achieve 100% in order to be provided login details for a secure record system and it would be advantageous to be notified of this in real time.

Is this possible?

Have you checked the templates for Flow at https://emea.flow.microsoft.com/en-us/templates/ and searching 'Form'. There are several pre built templates, one may be suitable although its likely that you'd get an email for every response so may then need to tweak the Flow to ensure it only notifies when 100%.
