Contacts on Galaxy Phone Not Syncing to MS Exchange-Outlook

After switching from an old iPhone to Galaxy S21 (used Smart Switch app), my Galaxy Contacts app has about 470 contacts.  But my Microsoft Exchange account -- online Outlook, desktop Outlook, and Android Outlook apps on the Galaxy) -- are only carrying my older 370+ contacts I previously had.

About 100 contacts that are on my Galaxy Contacts app are not syncing with my Microsoft/Outlook.

I have turned on the Sync setting at all possible locations I can find on my phone, for all apps and settings, but still no success.  Yes, I have all the latest updates of all my apps on the Galaxy S21. 

Can anyone here help, please?

Please make sure your contact was fully keep on Cloud and follow the below link to resync the contacts in the worst case:
