Can I avoid at an user to remove a Sensitive Label?

The scenario is the following:

The user apply a sensitive label to a document. The Admin wants that this Label cannot be removed from the document after applied. 

Are there a way to achieve this request?

No, you cannot but you can ask for a justification when the user removes/replaces the label. Of course in the label definition itself you can choose the granular permissions to be applied, but I guess in your scenario you require your users to modify the documents labeled
