Is there a way to prevent members from un-following an O365 Group and/or leaving Teams?

Nope. For leaving groups/teams, closest you can get is dynamic membership. Or an org-wide Team.

As a work-around :
If the email sender adds "@group name" using @mention option in the email, the email is forced to go to user's inbox even if the user has selected not to "follow in inbox".
