Move to O365 and Add PST files to outlook

we have an On Perm Exchange 2010 , we are planning to use O365 instead

we have 100 mailboxes and lest than 10 Public Folders.


In order to plan for migration , I was thinking to create users and O365 Groups(instead of Public Folders). and instead of uploading mailboxes and public folders , just export them to PST file and add them to each user's outlook so that they can see the old emails . and send/receive emails on their new mailbox. Now I was wondering if this solution makes sense and it would work?

@hntaurus It does make sense, although this migration method requires some manual work. You can export mailboxes to PST, using the New-MailboxExportRequest (here's more information about this method) and then use the Outlook import tool, or upload them to Azure storage.
