Being aggregated, the use of the data infringes no rights of any kind.
I am not a programmer. But given your experience in programming, I have no doubt that Microsoft would be able to develop the program that uses the application I have designed.
Example of revenue: The application would be available on the web as an on-line, fee-paying service (a basic version could be made freely available to all).
