looking for both marketing and "how to" info on how to meet nist sp 1800-4a using 3 - do they exist?

I think SMBs deserve the device protection covered here and hope it can be done with 365 business

M365B includes full Intune so all of the scenarios outlined in the guide should apply to a M365 Business tenant.

Additionally, Compliance manager may help track the controls you want to implement regarding SP 1800-4 and the parties responsible for implementing/auditing the controls.  You can get to the compliance manager instance for your tenant(s) with this shortcut URL to the service trust portal: http://aka.ms/stp

first, this is not a marketing document or clear statement that 365 business supports nist 1800-4a.

second, the how to piece uses office 365 Mdm not 365 business ems intune Mdm.

three, this does not meet the marketing goal of “simplified for you”

please consider making a statement, creating a marketing doc, and adding a simple way to both enable and track compliance with this standard.
