Writing issue in OneNote

Can anyone help to solve the writing issue in OneNote? Please see the attached 20 seconds video for better understanding of the problem.
When i try to write, pen behaves like this.
I reset OneNote settings but still the problem has not resolved.

I forgot to mention, its OneNote 2019.
