Send to OneNote in Outlook is Back?

On Windows 10, Outlook 2016 (16.0.11601.20184) and OneNote Windows 10 (16001.11629.20028.0) (ON 2016 was never installed) how did I get this Send to OneNote icon back in Outlook? I have no idea how it showed up and how I get it on my other computers. The Outlook > options > Advanced "Use Send to OneNote...." is NOT checked and never was messed with for "Send to..." to now show up.
