Onenote 2016 cannot remove recent notebook - keeps reappearing

I'm trying to remove recent notebooks out of OneNote 2016 (so I can switch to online/app version). I have removed all of my notebooks except for one, an "older" notebook that says is in my onedrive documents folder. This file has been delete long ago from onedrive.

The interesting thing is when I right click and say "remove from list" it reappears in about 1 or 2 seconds. I've tried clearing cache, rebooting to make sure nothing was open, verified that neither OneNote 2016 or the Win10 app are trying to open anything there. I'm at a complete loss.

Any ideas?

Oh one thing I forgot to mention. I found an old backup in my backup folder. When I tried to open it as a notebook in 2016, it says I need an o365 license to do it. Not sure if that has anything to do with it, but I no longer have a personal o365 license.
