Most efficient way to organized scanned images/docs on a Onenote page

Hi.....a newbie question. 

We've been using OneNote for our small town, business meetings in an effort to go paperless.  So far, so good.  The main challenge has been that we often have images/documents overlapping each other and too small to read.  So our secretary has to relocate and resize all scanned items.   Is there any way to globally set a difficult size and location of scanned documents?  A template perhaps?  Or does the secretary need to scan a larger image?  Thanks for any help provided!
