If we have Microsoft 365 E3 license bundle (combination of E3, EMSE3, Windows 10/11), we are eligible for Microsoft E5 Security add-on license, however in tenant if we have another set of users where we have assigned E1 and EMSE3 licenses, can we assign them Microsoft E5 Security license, technically it can be assigned, however are these set of users eligible for Microsoft E5 Security license. If not, how do we assign E5 security license to these set of users.
