Create Link to OneNote Section that Still Works after Section is Moved into Section Group

I'm trying to create a link to a OneNote section that opens the OneNote section in the browser and will still work even if the OneNote section is moved within a OneNote section group after the link for the OneNote section has been created. I know that if the OneNote link is designed to open the OneNote section in the client, the link will open the OneNote Section with no problems, even if the OneNote section has been moved within a OneNote section group after that link has been created. However, since you cannot embed clickable links into a PowerApp that allow for a OneNote to open in the client, I am left creating a OneNote link that will open in the browser.

 

Does anyone know how to create a link to a OneNote section that opens in the browser and is still works even after that OneNote section is moved into a OneNote section group after the link has been created?
