Cannot create a Private Plan on Planner

Hi! 
I have some problems with Microsfot Planner, i cannot create a private Plan in the aplication, When I create a new plan the option for privacy just doesn't appear.
¿I need another role in my tenant or what?
I have a Microsoft 365 Enterprise E1 suscription.

@Andres64I have the same problem. I recently disabled user group creation, but I would not imagine that it would affect the ability to create private (personal) plans.
