I suddenly have a banner across the top of my Admin portal stating that my O365 for Visio is not complete.  Does anyone know why this is appearing all of a sudden?  Looks like it's stating that I need to add users.  I'm confused.

Yep, got the same thing. Yet nothing has changed with our licensing status on Visio.

It's totally unclear what we are supposed to do with this.

Today it has disappeared and everything looks normal!
