Is there a way to give permission to a user on all the sharepoint sites in one shot. Also, that user should be able to have access to a future sharepoint sites

If you mean in one single step, I'm afraid there is not a built in way to do it. However, with some scripting or even Power Autoamte It should be possible

It depends 

If all SharePointsites are associated with a hub site (and they are inheriting hub permissions) then it's easy. However, if you have multiple hub sites, you need to add the person to each hub site.
