Power Apps - Power Videos Basic?

In the Office 365 Admin portal licensing administration under Microsoft PowerApps and Logic flows, I see three sub-licenses: Microsoft Power Videos Basic, Logic Flows and Microsoft PowerApps.  I haven't been able to find a description of what the Power Videos Basic component provides.  Can anyone enlighten me?

Seen this too...I though this sub-license could be for Microsoft Strem, but I have just verified that in one of my tenants Microsoft Stream appears like an independent license not related to Power Apps
