Managing distro group member via Outlook

Maybe this is a dumb question but If I setup a mail distro group in 365 via the admin portal and let's say make Bob an owner of that group, can he add and remove members via his Outlook or must that still be done by myself via the admin portal?

He can, either via Outlook or OWA.
