Hello, how to disable 2fa for users?

I manage licenses through the Admin Center. Even though users have 2fa turned off. In new accounts, despite disabling it, it is enforced. Can it be turned off, our users will not understand it.

are you applying MFA through conditional access polices or are you using the per user MFA ?

Mfa for users is disabled. So far the system has not enforced mfa. New accounts and the admin account have been requesting MFA for several days now.
