Can you add multiple domains to a GCC/GCCH tenant?

For example if you wanted to assign two domains to a user, so that they could send/receive email from a primary domain and an alias domain at the same time?

Yes, it's possible, you should verify the 2 domains, and all users will have the default domain as the default email address, then you should add alias for the additional domain
