not sure if a known bug or not but when i add a new user it default's myself the temp passowrd. I try to add the other Lan admin or the end user thier temp password, it throws an error saying need to separate by a semicolon and then a valid email address. I only get the semicolon then space and error when i type first character. I even tried copy and paste in a valid email address and same error. This only broke in the last 4-6 weeks. We do NOT have AD Connect set so we are currently stand alone. I am not sure what it is trying to Validate against as it is a new user setup. We are not using MS for AD currently.

Seems there is a issue with your Admin portal. Kindly raise a request with Microsoft Technical team to check your account. Normally you can add another admin account by using ; this character.
So just go ahead and raise a request its not a common or know bug.
