Q: Is the Visual Studio IDE (integrated development environment) license an IUR (internal user rights) license?
A: Visual Studio licenses are not IURs. They are developer SKUs meant to be used for the development and publishing of the apps. IURs have a connotation that they are meant to be used to run business, and that is not the intent of the licenses we provide in the program. The functionality of the Visual Studio Enterprise IDE is the same as for any other Visual Studio Enterprise user. The Visual Studio IDE makes it easy to edit, debug, build, and publish your app.
